Friedrich war neben Lasswell einer der wenigen, die sowohl vor 1945 als auch nach 1945 unter den 15 bedeutendsten 1 Politikwissenschaftlern genannt wurden. Es wird schwer sein, unter den fiinf Voraussetzungen wissenschaftlicher Reputation einen einzelnen Grund ffir die Bedeutung C.J. Friedrichs herauszustellen. Neue Ideen entwickelte Friedrich - so umstritten manche (vor allem in der Totalitarismusforschung) gewesen sein mogen - besonders in der Erfor schung des Konstitutionalismus, des Foderalismus und des Totalitarismus. Seine bekanntesten Beitriige zur Systematisierung der Forschungsergebnisse sind die Werke "Constitutional Government and Democracy" (1937 if.) und "Man and His Government" (1963).

From banking and financial sectors in the U.S. it spread especially to Europe, and, to lesser extent, to Asia. Having in mind the meaning of the problem, Jagiellonian University SYLFF Fellows Association (JUSFA) decided to invite representatives of its counterparts from all around the world to a scientific conference Europe and the World in Crisis: Challenges and Opportunities. The conference became the main part of the 20lh anniversary of the SYLFF program at the Jagiellonian University. The celebrations took place in the Main Hall of Collegium Maius on September 7th, 2012. The main organizers of the event were the Nippon Foundation, the Tokyo Foundation, the Jagiellonian University SYLFF Steering Committee, and the Jagiellonian University SYLFF Fellows Association. Among honorable guests of the event were the representatives of the Tokyo Foundation and the Nippon Foundation with its President, Mr. Yohei Sasakawa, the son of Mr. Ryoichi Sasakawa, the principal funder of SYLFF who signed the documents in 1992 thus initiating a very successful scholarship program for M.A. and PhD. students. Other guests included the authorities of the University, with Rector Wojciech Nowak and Vice-Rector Andrzej Mania the members of JU Steering Committee and SYLFF Fellows from Poland and different countries. Based on the presentations from the conference and discussions followed, eight SYLFF fellows from five countries (Hungary, Indonesia, Latvia, Portugal, and Poland), decided to prepare set of papers analyzing both national and multilateral dimensions of the economic crisis, including its social, political or cultural ramifications. However, a society's political culture can maintain parties despite electoral rules that give them poor prospects of success. Thus, comparing the number of parties and differences in electoral rules across countries cannot clearly test the effect of the electoral rules. A better test would examine a society with a fairly continuous political culture, but a change in electoral rules. Postwar France is such a society. While the basic social order has not changed, there was a drastic change in the electoral system in 1958, which theory implies would reduce the number of parties. Thus we can test the hypothesis that the number of parties fell with the change in electoral system. We can also calculate an " equivalent number of parties· to see how closely France approached a two - party system under the new regime. The first section describes the electoral rules under the Fourth and Fifth Republics. The second section develops a model that indicates how the change in electoral rules should have affected the incentives for multiple parties. The third section tests the hypothesis that the number of parties fell from the Fourth to the Fifth Republic. 1. Electoral Rules In the French Fourth Republic (1945 - 1958) political parties existed largely to serve the direct interests of their members.
