Summary Book Review Automatic Government by R. Kent Weaver:

Download or read book Automatic Government written by R. Kent Weaver and published by Brookings Institution Press. This book was released on 2010-12-01 with total page 289 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of the most dramatic and least studied policy changes of the past twenty years is the increased use of indexing—automatic adjustments for inflation—in federal programs. Currently, programs comprising more than one-third of the federal budget have indexing provisions. The growth of indexing is all the more remarkable since it appears to conflict with the electoral interests of most politicians. Without indexing, legislators can vote for popular increases in social security benefits, federal pay, and other programs during election years and claim credit with their constituents for doing so. Indexing tends to keep such votes off the agenda. Why would politicians renounce these credit-claiming opportunities instead of embracing them? R. Kent Weaver examines the reasons for the growth of indexing in federal programs and its consequences for current policy. He focuses on indexing debates in six policy areas: social security, food stamps, congressional pay, dairy price supports, the minimum wage, and federal income tax brackets. Weaver argues that to understand indexation policy—and policymaking in general—we must broaden our understanding of policymakers' motivations. They have often given up opportunities to claim credit because they are even more concerned with avoiding blame for unpopular decisions and outcomes. Politicians' efforts to avoid blame for unpopular actions not only have determined whether indexing proposals were adopted, but have also shaped the effects of indexing on programs where it was adopted. Weaver shows that the effects of indexing have varied substantially across programs, and he suggests guidelines for the future use of indexing in federal programs.

Download or read book Parties, Polarization and Democracy in the United States written by Donald C. Baumer and published by Routledge. This book was released on 2015-11-17 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: As evidenced in the 2008 elections and the transition to a new era of Democratic governance, one of the most important developments in American politics in recent years has been the resurgence of political parties. Democrats and Republicans represent different world views and policies, citizens recognise these differences, and many of them use party labels to make sense of the political world. Parties, Polarisation and Democracy in the United States describes and analyses the place of political parties in American politics today - both among elites and citizens at large. Many scholars and pundits denounce political polarisation; they view it as a symptom of a broken political system that provides unappealing choices for voters and that is frequently mired in deadlock. Baumer and Gold make a different argument - that party polarisation offers the kind of choice and accountability to voters that was not always present in earlier periods of American political history.

Summary Book Review Friends and Foes by Rebecca K. C. Hersman:

Download or read book Friends and Foes written by Rebecca K. C. Hersman and published by Brookings Institution Press. This book was released on 2012-01-10 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: Foreign policy in the post–cold war era is profoundly complex, and so too are the institutions that share the responsibility to guide and manage America's relations with other countries. Policymakers struggle within porous and fragmented institutions, in which policy is driven more powerfully by clusters of like-minded individuals than by disciplined organizations. The nation's political parties face deep divisions over foreign policy and are unable to forge a coherent vision for the future. Congress is increasingly polarized along ideological lines, while traditional internationalist foreign policy spans a truncated political center. Few aspects of U.S. politics are more contentious or controversial than the respective roles of Congress and the executive branch in formulating foreign policy. In this complex environment, scholars, pundits, and policymakers look to the public and high-profile battles between Congress and the president as a bellwether of the future of U.S. foreign policy. In reality, foreign policy is often shaped, debated, and made out of public view. In Friends and Foes, Rebecca K. C. Hersman shifts the focus away from headline-grabbing events and disagreements to the day-to-day interactions that form the backbone of policymaking.Hersman illustrates the ebb and flow of foreign policy development through many examples and anecdotes. She also includes three in-depth case studies from the mid-1990s: the controversial transfer of three U.S. warships to Turkey; the dispute over relaxing sanctions against Pakistan because of concerns about that nation's nuclear proliferation record, and the 1995–97 battle over the Chemical Weapons Convention. The book also illuminates the role of the media in influencing the outcome of foreign policy decisionmaking. Countering the conventional wisdom that a president and a Congress of the same political party are best able to "get things done," Friends and Foes sheds new light on the institutional dynamics, conflicts, and issue loyalties that affect the development of U.S. foreign policy.
